Travel Restrictions: Where Can I Travel

The Chinese government has implemented new travel restrictions to prevent Hong Kong residents from travelling to and from mainland China. The measures have been implemented as part of the annual China Travel Information Regulations, which was revised in January this year. The main aim of these revisions was to tighten the screws on illicit travel and tighten the no-entry policy for Chinese citizens wishing to travel outside China. The Chinese Government has announced that all persons travelling to or from China will need to obtain a Travel Permit before leaving the Chinese territory. The new rules and regulations are applicable to children aged fifteen and below and persons travelling to Hong Kong from mainland China. For persons travelling between twenty-five years old and thirty-five years old, the permit is not required.

The main areas of change relating to the travel restrictions 2021 is related to Hong Kong. Previously, travellers to Hong Kong could enter and exit the Chinese territory by carriage with a valid travel booking. However, this arrangement has been changed and now requires a visa for entry. In addition, all foreign nationals are now required to apply for a special entry permit, which can only be obtained after arriving in Hong Kong. While many countries have implemented similar policies regarding entry and exit from China, the measures in Hong Kong are even more strict. These laws are based upon the principle of one country, one system. According to this principle, China does not recognise separate political systems or jurisdictions for itself and its nationals. Consequently, all Chinese people living in Hong Kong and those who are travelling to Hong Kong are subject to the same laws and regulations irrespective of the nationality of those involved.
